They have been trying to build sales of their fancy clay for a while now but mostly deal with government agencies which never make quick decisions. They have sales reps in Europe and Australia and have a processing plant in Kunming China (a bit out of the way - they did some testing on a big lake there but apparently did not get any contracts [yet]). A little while ago they flagged that they wanted to build another bigger (and hopefully better located) plant. Then quite recently they put out an announcement directly addressing what sales they were lining up. My guess is that they are happy with the build up in sales orders and have decided to get some dough to build the new plant.
